By placing a solar panel behind a glass or a window you are eliminating the dni component of solar radiation that would directly impact the solar panel.

Solar panels work just fine you just have to put the glass right up against the panel instead of putting the panel inset a block below the glass.
I have not tried placing the solar panels behind the glass yet but figured and reduction would make it a useless since the output from the solar panels is very low to start with.
But the glass is right on top of the solar panels so that may be why.
The panels for the rising and setting sun you might want to have them be as high as possible to try to get the most out of the sun.
